BR-O-12
An Invoice that contains a VAT breakdown group (BG-23) with a VAT category code (BT-118) "Not subject to VAT" shall not contain an Invoice line (BG-25) where the Invoiced item VAT category code (BT-151) is not "Not subject to VAT".
What does this rule mean?
The invoice has a breakdown with category "O" (not subject to VAT), but also a line with another VAT category.
An invoice with "not subject to VAT" may only contain lines of that category — the standard does not allow mixing them with taxable supplies.

Where the rule applies
Syntax: CII · UBL
The same rule, expressed twice: UBL and CII name the same fields with different paths. Running a CII file against the UBL rules is why you get errors that mean nothing.
